Throttle Control Panel — Override Doctrine

Smart by default. Full Tier by exception.

The three modes

Smart Capacity, Compress Risk, Full Tier Risk.

Each mode answers open exposure differently:

  • Smart Capacity (default) — resizes fresh deployment around open exposure; the mode the whole chain was built for.
  • Compress Risk — forces 4 trades but compresses per-trade risk to remaining capacity; throughput preserved, exposure respected.
  • Full Tier Risk — forces 4 trades at full authorized risk, potentially stacking exposure above the pool.

The doctrine

Used casually, it defeats the entire system.

The manual's strong operating rule: Full Tier override should be rare, deliberate, and documented. Casual Full Tier overrides are a named edge case for a reason — exposure quietly stacks above the authorized pool while the dashboard still looks compliant.

Accountability

Every override is logged with justification.

The Cycle Decision Log records Smart Suggested versus Effective values, making override use visible, and requires a written justification. An override you can't justify in the log is an override you shouldn't be taking.

Every exception becomes a searchable pattern.

Full Tier overrides are legal, logged, and — critically — aggregated: the Decision Log makes override frequency, context, and outcome queryable. One justified exception is judgment; a monthly cluster of overrides after winning streaks is a signature, and the telemetry surfaces it before it graduates into a habit.
