The key idea

The asymmetry

Bad news acts faster than good news, by design.

An adverse placement can trigger a diagnostic within one review; a favourable placement cannot trigger anything until it has persisted and been corroborated. This looks unfair and is deliberate. The costs are asymmetric: acting late on genuine deterioration costs some months of degraded results, while acting early on apparent strength expands deployment on evidence that has not been tested — and the expansion arrives precisely when the account is most likely to be experiencing favourable variance. The permission map encodes that asymmetry so it survives the months when strength feels obviously real.

The forbidden response

A weak placement opens a review and closes the rulebook.

Crossing below the lower quartile triggers an expectancy and execution-drag review before any rule change is considered, and the ordering in that sentence is the whole rule. Investigation is authorised; modification is not. The reason is that a system altered during an adverse stretch can never be evaluated — the configuration that produced the stretch is gone, the replacement has no evidence behind it, and the operator has traded a measurable situation for an unmeasurable one at the worst possible moment. Rule changes have their own route, through the sandbox and the promotion workflow, and that route does not have a shortcut labelled the account is struggling.

The single expansion door

Three conditions, all required, before more is even discussed.

Sustained placement above the upper quartile with clean supporting metrics is the only read that justifies discussing expansion, and each word is load-bearing. Sustained rules out a single favourable month. Above the upper quartile rules out ordinary strength. Clean supporting metrics rules out the fast-but-risky room — drawdown inside its bands, gate dwell normal, tier usage authorised, overrides not accumulating. And the permission granted is a conversation, not an increase: the discussion still resolves through the gate cap, which remains the binding authority regardless of how persuasive the placement is.

The wide middle

Most months authorise nothing, and that is the system working.

The two central bands cover half the distribution and their prescribed responses are continue and monitor. Operators experience this as the protocol being unhelpful, since a read that licenses no action feels like a read that produced nothing. It produced the most valuable output available: confirmation that the account is inside the envelope, recorded in a form that makes next month's placement comparable. A framework where every review generated an adjustment would guarantee that the system never held still long enough to be measured, and the wide inactive middle is what prevents exactly that.

Who writes the response

The doctrine authors responses; the operator executes them.

The map's final property is that it is fixed in advance. The response to a below-fifth-percentile month was written before the month happened, by people who were not inside it, and the operator's role is to locate the placement and execute the prescribed action rather than to compose one. This is the same pre-commitment logic that gives the drawdown bands their authority, applied to responses instead of thresholds. An operator who improvises a response is not being more sophisticated than the map; they are producing an action whose only evidence is the mood of the person producing it.

  • Placement determines the response. The operator determines nothing except honest placement.
  • Reduced aggression is permitted below the gate's requirement; expansion above it never is.
  • If the honest read is that the ruler is stale, the response is a benchmark refresh, not a performance conclusion.

The key idea

A measurement system needs a permission map or it becomes a suggestion box.

The percentile bands would be decorative if any placement could justify any action, and in practice that is how most performance dashboards are used — the number is consulted, and then the decision is made on other grounds. Fixing the response to the placement in advance is what makes the measurement binding. Six positions, five of which authorise investigation or patience, and one narrow door that opens only under three simultaneous conditions. The map is lopsided because the risks it manages are.
