03Checks run in fixed order so excitement can't reorder them.
Clearance walks gate, throttle, evidence grade, distances, and declaration in the same order every time — because the discretionary failure mode is not skipping checks but resequencing them, putting the exciting question first and the sobering ones after commitment. A fixed sequence makes the sober questions structurally unskippable.

MARS is a closed loop, not a pipeline. Trades produce evidence, evidence produces weekly grades, grades move gate state, gate state feeds the throttle, and the throttle governs what the next execution is allowed to be. No stage is optional and no stage runs on memory or mood - each one reads the outputs of the stage before it.
