The Cycle Command Console processes daily/cycle evidence and open exposure; the Throttle Control Panel converts gate state, evidence, and exposure into final deployment authority. A formal two-workbook transfer contract defines exactly what moves in each direction — neither silently replaces the other.

The rail's power is its narrowness: Cycle Command emits exactly one packet, the Throttle consumes exactly that packet, and no side channels exist. Narrow interfaces are what make the handoff auditable — every deployment decision can be replayed from the packet contents, because the packet is provably all the throttle ever knew.
