The rule

Single-review gaps stay unlabelled by rule, not by hesitation.

The waiting rule is categorical: a deviation receives its classification only after it survives the next evidence window. This is not a judgement call made case by case, and that is deliberate, because a discretionary version would be applied unevenly in exactly the predictable direction — favourable gaps labelled quickly, adverse ones left pending, and the record accumulating a bias nobody chose. A fixed rule produces a uniform delay across every kind of gap. The cost is that a genuine signal is recognised one period later than it could have been. The benefit is that the far more numerous false signals are never recognised at all.

Why most gaps do not need names

The benchmark predicts a steady supply of deviations that mean nothing.

A quarter of governed futures sit below the lower quartile at any moment — this is not a defect of the system but a description of what a distribution is. It follows that an operator running the model correctly will encounter adverse placements on a regular schedule, most of which will close without intervention. Labelling each one as it appears would produce a review record dense with classifications that later evidence contradicts, and worse, a sequence of responses to conditions that were not there. The queue exists because the base rate of meaningless gaps is high and known in advance, which makes waiting the statistically correct default rather than a temperament.

The artefact

The queue is written down, and that is what makes it a process.

An unnamed deviation that exists only in the reviewer's memory is not being watched; it is being forgotten at a variable rate. The queue's value comes from being an explicit list carried between reviews — this gap, first observed in this period, awaiting confirmation, with the cross-check that would confirm it named in advance. Specifying the confirming evidence beforehand is the load-bearing detail. It prevents the next review from finding a different corroboration than the one originally expected and treating that as the same signal, which is how a watching list quietly becomes a mechanism for confirming whatever the reviewer already suspected.

The exception

One response does not wait, and it was never a classification.

Nothing about the waiting rule delays capital protection. If an adverse period carries drawdown, the gate ladder has already compressed deployment on arithmetic alone — no diagnosis required, no label needed, no review scheduled. This is the division of labour that makes patience affordable: the automatic response runs on drawdown in real time, while the interpretive response runs on evidence time. An operator with an unnamed adverse gap is not an operator sitting exposed and thinking. They are an operator already de-risked by rule, deciding what the gap means without the pressure that would otherwise force the decision early.

What the queue prevents

The intervention that creates the problem it was diagnosing.

Premature labels are costly because labels authorise responses. Naming a gap as drag prompts a process change; naming it as decay prompts a rule change; each is a modification to a system whose current configuration was the thing being measured. Make several such changes inside a stretch of variance and the account is now running a configuration that has never been evaluated against anything, with a record of adjustments none of which can be assessed because none of them were isolated. The queue's discipline is what keeps the system stable enough to be measurable, which is the precondition for every other instrument on the rail meaning anything.

The instinct to resolve every observation into a conclusion is what most reviews are actually optimising for, and it is why so many produce confident narratives about noise. Carrying unnamed items forward feels unfinished and is the correct state for most of them. The classification vocabulary downstream — variance, drag, excessive drawdown, governance failure — only stays meaningful if entry into it is gated by time, and the queue is that gate. Deviations earn their names. Until they do, the honest record says watching.
