The inversion
Refresh rate and authority run in opposite directions across the stack.
The panel's inputs arrive on four different clocks. Daily expectancy and cycle profit direction come in every cycle from the console. The structural reads — expectancy, efficiency, profit factor, acceleration, structural drawdown — are set weekly. The regime overlay is monthly. The gate changes only when the drawdown from the equity peak crosses one of seven boundaries, which may be never for a quarter. Now rank the same five by authority: the gate caps everything, the structural reads set permission, the regime acts as an optional cap, and daily expectancy merely selects inside a ceiling other layers established. The fastest input is the weakest, the slowest is absolute, and the ordering holds all the way down. This is not a coincidence of the design; it is the design.
