Replacing a risk committee with a spreadsheet trades judgment for consistency, and the trade runs both ways.

What is gained

The standard does not move with the mood of the room.

A human risk function is subject to everything humans are subject to. It is more permissive after a good quarter and more restrictive after an incident, more lenient with people it likes, and materially different at the end of a long day. These are not failures of particular committees; they are properties of judgment exercised repeatedly under load. A structural equivalent has none of them. The threshold that applies in a calm month is the threshold that applies in a terrible one, and that invariance is most of what the substitution buys.

What is lost

A committee can be persuaded by a good argument. A threshold cannot.

Occasionally a situation arises where the rule is genuinely producing the wrong answer — an unusual circumstance the threshold was never designed for, where a person with context would immediately see that the restriction is not doing its job. A committee handles that case in ten minutes. A structural rule handles it by refusing, correctly according to its own terms and incorrectly according to the situation. Those cases are rare, and they are real, and pretending they do not exist is the standard failure mode of governance-by-rule.

Why the trade is still worth taking

The exception mechanism is what gets abused, and abuse is the more common failure.

The argument for accepting the loss is empirical rather than principled. In practice, the capacity to make exceptions is exercised far more often on cases that merely felt exceptional than on cases that were, and the felt ones cluster precisely where governance matters most — after losses, under time pressure, when a particular trade seems to be the way back. A single operator adjudicating their own exceptions is the least favourable possible version of this. The rule that cannot be argued with is worse in the rare genuine case and better across the distribution.

How the genuine case is actually handled

Not by an override, but by changing the rule between periods.

The system does provide a route for the situation the threshold got wrong, and its defining feature is timing. The rule is revisited outside the moment — in a review, with the case written down, against evidence, and applied forward rather than to the trade currently on the screen. That is slower and considerably less satisfying than an exception, and the slowness is the entire mechanism: it means a change survives only if it still looks correct once the specific trade that prompted it is no longer available.

  • The route exists; it just does not run at the speed of the trade.
  • A change adopted forward is testable. An exception granted now is not.
  • If it still looks right next week, it was probably right.

The honest limit of the mission

Institutional discipline without an institution is not the same as an institution.

The mission is to make institutional-grade governance available to a single operator, and it is worth being precise about what that can mean. The controls transfer. The consistency transfers, and is arguably better than the human version. The adjudication does not transfer, because adjudication requires someone who is not the trader. What is delivered is the enforcement layer of a firm, not the whole of one — and a product claiming to deliver the whole of one would be making exactly the kind of unfalsifiable promise the rest of the system refuses to make.

Consistency and discretion are the same dial, and the mission chose an end of it.

There is no configuration that gets the invariance of a rule and the responsiveness of a committee, because responsiveness is precisely the ability to be moved. The mission takes the invariant end deliberately, on the grounds that a single operator's discretion is at its worst exactly when it is most in demand. That is a defensible choice and it is a choice, with something real on the other side of it, and saying so is more useful than presenting the substitution as a free upgrade.
