Cap versus selection
A ceiling is not a choice. The cap never picks your tier.
The single most important distinction in gate-cap doctrine: the cap is a ceiling, never a scoring input. When the account sits in Recovery, the cap says the decision engine may not resolve above T5 — it does not say the engine should resolve at T5. A Recovery week with mediocre daily EV and a cautious structural read might resolve at T2, well under the ceiling, and that's the system working correctly. Treating caps as targets is one of the classic corruption patterns: it turns a survivability constraint into an aggression prompt, and operators who 'trade to the cap' systematically over-deploy in exactly the states that exist to prevent it.
