The SDE sets review posture — continue, watch, repair, or compress — and it can never override Gate/Brake capital protection. If the SDE says conditions are constructive but the gate says Floor, the gate wins.

CP3 hosts the SDE. The doctrine lives above the workbook.

The engine's tables and thresholds live inside CP3 for practical reasons — the evidence is there — but the diagnostic doctrine is defined at the system level and versioned in the manuals. That separation means the workbook could be rebuilt from scratch tomorrow and the diagnostic behavior would be reproduced exactly, not remembered approximately.
